Slow Windows 11 PCs? Don't Replace Them Until You Know What's Wrong

A slow PC is a symptom. Replacing the computer before finding the cause is just one possible treatment.

Two Slow Laptops. Two Very Different Answers.

A user reports: "My laptop is getting really slow." The obvious responses are to reboot it, clear some files, blame Windows, or buy another laptop. But the right answer depends entirely on what is actually causing the problem.

Consider two machines, both reported as slow by their users.

The first is two years old. Intel Core i5, 16 GB RAM, SSD, still under warranty. Replacing it immediately would make little sense. Investigation instead finds 18 startup applications fighting for resources at boot — Teams, OneDrive, Adobe, printer utilities, manufacturer utilities, synchronisation software — alongside several failed Windows updates adding background processing pressure.

The second is six years old. 8 GB RAM, ageing battery, low-specification CPU, no warranty, hardware that no longer satisfies current Windows requirements. That machine may genuinely deserve replacement.

Two slow computers can have completely different correct answers.

Why Windows Gets the Blame

Users experience all of their computing through Windows. When Teams freezes, a browser tab stops responding, a printer utility hangs at startup, a security scan runs in the background, OneDrive synchronises a large folder, or storage fills to capacity — the complaint from the user is almost always: "Windows is slow."

Windows may genuinely contribute to performance problems. But performance analysis should identify where the actual resource pressure is coming from before deciding what to change. Windows gets blamed because it is the thing the user can see. The bottleneck may be somewhere else entirely.

Microsoft's Renewed Focus on Performance

In March 2026, Microsoft announced a renewed emphasis on Windows 11 performance: lower resource usage, improved File Explorer responsiveness, reduced Copilot entry points, fewer background distractions, a revised setup experience, better Search, and reduced Windows Update disruption. These changes are welcome.

But they do not eliminate the need for businesses to manage hardware, applications, patching, drivers, startup load, security and device lifecycle. Microsoft can improve Windows. It cannot fix a five-year-old laptop with the wrong specification for today's workload.

The Altitude Framework: Optimise → Upgrade → Replace

Stage 1 — Optimise

Where hardware remains suitable, the first step is to identify and remove identifiable software and configuration problems. This is not the same as debloating Windows or disabling security controls.

A review at this stage covers startup applications, running processes, Windows version and patch status, failed updates, driver currency, storage usage, browser extensions, OneDrive and Teams configuration, security software conflicts, unwanted or duplicated applications, and user profile health.

Possible actions include removing unnecessary software, clearing startup items that provide no business value, resolving failed Windows updates, updating drivers through supported channels, and repairing profile or application problems.

Optimisation should remove identifiable problems — not strip Windows until something breaks. Random debloat scripts, registry-cleaner software, disabling Windows Update or disabling security controls are not part of this approach.

Startup Applications

A PC that starts slowly often has too many applications competing for resources at boot. Common startup entries include Teams, OneDrive, Adobe applications, browser helpers, printer software, OEM manufacturer utilities, update tools, CRM clients, security agents and phone-integration software. Some of these are necessary. Some are not. Review rather than remove blindly. A PC can have good hardware and still feel slow because fifteen applications race to start at the same time.

Browser Workload

Modern browsers are effectively application platforms. Business users may run Outlook, CRM tools, accounting software, Teams, AI tools and dashboards entirely inside browser tabs — then add thirty or more tabs, extensions, and web-based video on top. The browser may now be the heaviest application on an office PC. Browser memory consumption is often the first thing worth reviewing on a machine that has adequate hardware but still struggles.

RAM

Microsoft's minimum requirement for Windows 11 is 4 GB RAM. That figure reflects the minimum Windows will install with — not what represents a suitable business specification. Altitude's practical guidance for general-purpose business devices in 2026: 16 GB RAM should normally be considered the baseline for users running Microsoft 365, Teams, modern browsers and cloud applications. 32 GB may be more appropriate for heavier Excel workloads, development, design, virtual machines, specialist applications or substantial multitasking.

This is Altitude's practical guidance — not a Microsoft requirement. Buy memory for the workload the user will run over the life of the device, not for the minimum Windows will boot with.

CPU

Processor decisions should not be reduced to processor badge alone. Generation, architecture, core count, efficiency and workload compatibility all matter. For general office work — Microsoft 365, browser, CRM, Teams — a current-generation mid-range processor is appropriate. Heavier users running large spreadsheets, specialist software or development tools need more. Specialist users in CAD, video or engineering need more still. Match the CPU to the use case rather than defaulting to the cheapest available. A newer mid-range processor can be a better business purchase than an old high-end badge.

SSD and Storage

A nearly full SSD can create operational problems: Windows needs working space for servicing, temporary files, application data and user files. Review free capacity, storage health, SSD type, OneDrive usage and application storage requirements. Storage capacity should include room for Windows to operate — not just enough room to hold today's files. Monitor storage health — not just available space — as an ageing SSD approaching failure will affect performance before it fails completely.

Windows Update

Failed updates create repeated retry attempts, background processing, unexpected restarts, instability and security exposure. An update problem needs diagnosing and fixing. Managed businesses should consider update policies, deployment rings, Windows Update for Business and Microsoft Intune to control and monitor the update process. An update problem needs fixing. Disabling updates only changes it into a security problem.

Drivers and Firmware

Out-of-date BIOS/UEFI firmware, chipset drivers, graphics, network, storage, docking-station and audio drivers can all affect Windows performance and stability. Prefer manufacturer-supported tools, Windows Update and managed deployment over random third-party driver-update utilities. Old drivers can make new Windows look bad.

Security Software

Security tools legitimately consume CPU and memory. A well-configured endpoint protection stack is a cost of being secure. However, duplicated or poorly configured security can cause unnecessary resource pressure: multiple AV products scanning the same files, poorly managed scan schedules, or aged security agents that no longer function correctly. Review Microsoft Defender configuration, any third-party EDR, agent health and scan scheduling. Security should consume some resources. Paying for two products to scan the same files usually deserves investigation.

Performance tuning should never mean trading away basic security controls. Endpoint performance and endpoint security need to coexist — weakening protection to speed up a machine is not the right answer.

Stage 2 — Upgrade

Where a PC remains fundamentally suitable but has a specific hardware constraint, a targeted hardware upgrade may be a better decision than full replacement.

RAM upgrade — where memory usage is consistently high, the device supports a RAM upgrade, and the workload justifies the additional capacity. Storage upgrade — where existing storage is failing or capacity is insufficient and the device supports a worthwhile replacement. Battery replacement — where performance remains acceptable but battery health is the primary problem and replacement is commercially sensible.

Not all modern laptops support RAM or SSD upgrades — soldered memory and non-replaceable storage are increasingly common. Verify the device design before planning a hardware upgrade. Upgrade the component causing the constraint — if the machine is otherwise worth keeping.

Stage 3 — Replace

Replacement becomes the right decision where hardware no longer supports current Windows requirements, the device is outside an acceptable lifecycle, warranty has expired, battery and hardware condition are poor, performance remains inadequate after diagnosis and optimisation, the CPU is unsuitable for the workload, RAM cannot be upgraded, storage is inadequate, repair costs are disproportionate, recurring faults consume support time, business workload has changed significantly, or security requirements cannot be met on the current device.

Replacement should be a lifecycle decision, not the default response to a slow afternoon.

When Replacement is Cheaper Than Support

A device may be technically repairable but economically unsound to keep. Repeated incidents create user downtime, IT support time, spare-equipment costs, disruption and uncertainty. Even individually fixable issues can accumulate until the lifecycle economics favour replacement. The cheapest computer is not always the one you keep the longest.

When Keeping the PC is the Better Decision

A relatively modern PC with adequate hardware, warranty, healthy SSD, suitable RAM and supported Windows should not be replaced simply because it feels slow. If the cause is startup load, software, failed updates, a user profile problem or browser extensions, replacement may waste money. Independent IT advice should sometimes result in us telling you not to buy anything.

Intune and Central Management

One of the most significant contributors to inconsistent PC performance across a business is inconsistent PC configuration. When every device has been set up differently — different applications, different startup items, different Windows versions, different update statuses — every performance complaint becomes its own separate investigation.

Microsoft Intune can support the management of applications, configuration, security policies, compliance, Windows Update, BitLocker, device inventory and Autopilot provisioning. The benefit is consistency: instead of User A having 25 applications, User B having 31 and User C having 19, business PCs can follow a defined, auditable standard. If every PC is configured differently, every performance problem becomes a separate investigation.

Standard Business PC Builds

A standard business PC build should include a supported version of Windows 11, an agreed hardware specification appropriate to the user class, standard security controls, standard applications, standard browser configuration, BitLocker encryption, managed patching, monitoring and a documented lifecycle with a known replacement date.

Not every user needs the same specification. Three useful categories for business devices:

  • Standard user — Microsoft 365, Teams, browser, CRM and standard office applications
  • Power user — heavier spreadsheets, larger datasets, multiple monitors, extended multitasking
  • Specialist user — CAD, video, engineering, development or local AI workloads

Standardisation does not mean buying everybody the same laptop. It means knowing why each class of user gets what they get.

Windows 10

Normal Windows 10 support ended on 14 October 2025. Businesses that still have Windows 10 devices should review Extended Security Update (ESU) arrangements, Windows 11 hardware compatibility for those devices, replacement timelines and current security status. A Windows 10 device approaching end of support is a different lifecycle problem from a Windows 11 device with a software configuration issue. A slow Windows 10 machine and a slow Windows 11 machine may look similar to the user, but the lifecycle decision is completely different. Verify current ESU terms and conditions with Microsoft before making lifecycle decisions.

Copilot+ PCs

Copilot+ PCs are a hardware category defined by Microsoft that requires a neural processing unit (NPU) capable of 40 or more TOPS (tera operations per second) — verify current requirements at the Microsoft website. These devices may offer local AI capabilities, improved efficiency on specific workloads and access to newer hardware platforms. They are not automatically the right choice for every business user. Buy a Copilot+ PC when its capability fits the user — not because Microsoft put AI branding on the category.

Procurement Principle

Purchasing decisions based on the lowest upfront cost can produce poor overall value. Consider expected lifespan, warranty length, RAM expandability, storage, CPU generation, repairability, docking compatibility, business workload, Windows lifecycle, security management capability and Intune compatibility alongside the unit price. Saving £150 on the purchase price can be poor value if the user spends the next four years waiting for the machine.

A PC replacement strategy should begin on the day the device is purchased, not on the day it starts failing.

Business PC Health Checklist

A practical review of a business PC should cover:

  • Windows — supported Windows 11 version, current security updates, no persistent update failures
  • Hardware — age known, warranty known, CPU suitable, RAM suitable, storage healthy, battery condition appropriate
  • Performance — startup applications reviewed, memory pressure reviewed, CPU usage reviewed, storage usage reviewed, browser workload reviewed
  • Security — endpoint protection healthy, BitLocker enabled, Secure Boot, TPM, local administrator access controlled
  • Management — Entra status known, Intune status known, standard applications in place, standard policies applied, device owner documented
  • Lifecycle — purchase date recorded, warranty expiry known, replacement target set, recurring incidents tracked

PC Health Scorecard

A qualitative assessment of a business PC can be structured across eight areas — Hardware, Windows, Patching, Performance, Security, Management, Reliability and Lifecycle — with each rated as Healthy, Watch, Action Required or Unknown. The output is a likely cause for current performance issues, a recommendation of Optimise, Upgrade or Replace, and a defined next action. No fake numerical percentage. Qualitative assessment, honest recommendation.

Operational Heartbeat

PC performance should not depend entirely on the user complaining. Recurring proactive management can review device age, warranty status, Windows version, patch compliance, storage, encryption, endpoint protection, repeated support tickets, failed updates and approaching replacement dates — before a slow or unsupported device becomes an urgent problem.

This allows planned hardware refresh rather than the reactive scenario: "John's laptop died. We need another one tomorrow."

Business PCs need an Operational Heartbeat: lifecycle, patching, security, hardware health and recurring user issues should be reviewed before a slow or unsupported device becomes an urgent replacement.

Businesses deserve a better answer to "my computer is slow" than "buy a new one." Sometimes replacement is absolutely the right answer. Sometimes it is not. A good IT provider should be equally comfortable saying "this PC needs replacing" and "this PC is fine — let's fix the actual problem."

Yes. Modern browsers maintain active memory and CPU usage for each open tab, particularly web applications.
